Better Spam Blocking!

Members can now set their spam blocking from the members section. The options are OFF, LOW, MED, and HIGH. Careful if you already have ~/.procmailrc stuff, as our interface will overwrite it. (if you don't know what a .procmailrc file is, you probably don't have to worry about it.)
