Postgres Upgrade Wed Mar 5th

Fair warning, we'll be upgrading our postgres database server and all related clients Wednesday March 5th around 11 pm PST. We're currently running 7.1.3, we'll be upgrading to 7.3.2. We have already run some conversion tests and we believe we can do the whole thing in under an hour.
